civil servants of all levels and ranks, deputies,

Today's events in Ukraine are exactly reminiscent
of the Nagorno-Karabakh Autonomous Region of
the Azerbaijan SSR, where in 1987 in Nagorno-
Karabakh, employees of all law enforcement
agencies organized a referendum campaign

Azerbaijan. Similar events took place in
Tskhinvali, Transnistria, Sukhumi and so on.
